QSA Quantitative Solvency Analysts Ltd was founded in 2007 as a spin-off from research at the Helsinki School of Economics. Our foundation is in operations research: stochastic optimization and quantitative modelling applied to real decisions. In the first years this meant balance sheets — asset-liability management, portfolio optimization and pricing for pension insurers, insurers, financing institutions and companies carrying long-term risk.
From 2014 onwards we began bringing impact investing and outcome-based financing to Finland. We have been involved in designing social impact bonds and outcome contracts in employment, integration, child welfare and the environment, building the outcome metrics, pricing and payment mechanisms behind them. The starting point is the same as in our financial work: define the outcome precisely, price the risk, and let money follow results.
In the 2020s the emphasis has shifted from financing individual projects to impact management. We build impact frameworks that are used to steer programs while they run — not to evaluate them afterwards — with the explicit aim of maximizing the impact achieved with the available resources. Programs for which we have built impact frameworks steer more than EUR 90 million. Alongside this we design and implement the information systems that make impact data usable in day-to-day management: the data has to reach the people making decisions, in a form they can act on, or the framework stays on paper.
Today the two sides of the company support each other. The quantitative side brings modelling, optimization and pricing; the impact side brings outcome measurement, program steering and results-based financing. We offer quantitative and impact modelling in the financial, environmental, health and social sectors, and we work with the public sector, non-profit organizations, foundations, corporations and investors.
