Study: Educational attainment and employment of young adults ageing out of care

Tytti Pasanen, Markus Keski-Säntti, Petri Hilli, Tiina Ristikari and Timo Ståhl studied the integration of adults from foster care into education and working life. Their analysis in Child & Family Social Work  showed that obtaining upper secondary and higher education was much less likely among those ageing out of care, and they had spent 52–80 fewer days annually in employment after graduation. Few interactions with other risk factors were, however, found. Efforts are needed to prevent inequalities in education and employment for those ageing out of care in the transition phase from school to work.

Tampere Children-SIB project

The study was part of the preparation of the Tampere Children-SIB project. Researchers used registry data to assess how adults from foster care fare in Finnish society. The results were used to estimate baseline for the SIB (“what is expected to happen without SIB”) and segmentation.

The segmentation provided the basis for a pre-assessment of service needs, based on which SIB's payment model was created. The payment model must consider different service needs in order to 1) avoid unnecessary payments and avoid cream-skimming and 2) not exclude anyone because of too low price. In the end, we ended up with four price segments.
