South Savo prepares Finland’s first regional impact procurement pilot

Representatives of the municipalities, employment areas and wellbeing services county of South Savo have agreed on the steps towards a new way of promoting health and wellbeing. If realised, the regional impact procurement pilot would be the first of its kind in Finland.

At a round-table discussion held in Savonlinna on 2 June 2026, participants reviewed the regional health and wellbeing challenges that will be modelled to clarify the starting points for the pilot. If the modelling confirms that significant human and economic benefit can be achieved, implementation is considered very likely, and a final decision will be made as soon as the modelling is complete.

In impact procurement, the public sector defines the desired outcome and measurable targets rather than the means of achieving them, and assesses both the human benefit and the savings or other economic gain for taxpayers. Private capital funds the work and carries the financial risk; the public sector repays the invested capital, including a moderate return, only if the predefined targets are met. The preparatory modelling comprises three connected phases – societal benefit, impact and operational modelling – combining statistical data with collaborative expert work.
